Designation status / Method
How Status Is Determined
Each page states, for one group, state body or vessel, whether it appears on the UN Security Council Consolidated List, the U.S. OFAC SDN and non-SDN lists, the EU Consolidated Financial Sanctions List and the UK Sanctions List, as of the date shown for each list. Every status line links the government’s own notice.

UK status comes from the FCDO UK Sanctions List, the official successor to the OFSI Consolidated List. OFAC listing dates are the entry-creation dates in OFAC’s advanced SDN file; where OFAC posted a recent-actions page for that date and the page answered when checked, it is linked as the notice. EU dates and notices are the Official Journal acts named in the EU file. Federal Register notices are those the Federal Register’s own search returns for the entry’s exact listed name, published within 180 days of the OFAC entry date; the page image shows the naming passage.
What the Dates Mean
The four lists are not taken on one day. Each is shown as of the date of the copy used: for the UN, EU and UK lists the generation date each government prints in its own file, and for the US list the day the OFAC file was downloaded. Any government action after a list’s date appears at the next update, and each page shows the date for every list.
Every date is one the list itself gives. OFAC gives the date its entry was created; the EU gives the acts that added or amended the entry; the UK file gives a designation date, which for older entries is 31 Dec 2020, the day the current UK regulations took effect, and not the first UK action; the UN gives its listing date.
What Qualifies as Middle East
Entries under Iran, Syria, Iraq, Lebanon and Yemen programs, plus counterterrorism and ISIL and al-Qaida entries whose listing text names a country or place of the region or a group active in it; the words al-Qaida or ISIL alone do not qualify. The rule is applied to the program string as written on each list.
How Entries Are Joined across Lists
- A shared UN reference number (358 joins).
- A shared IMO ship number with a valid check digit (0 joins).
- A row in the editor’s crosswalk, checked by hand against each list’s own names and aliases (55 joins, 38 entities).
Names alone never join two entries. An identifier chain that would place two entries of one list in a single entity is refused and noted for editors.
What “Not on a List” Means
“Not on the EU list as of 15 Oct 2026” appears only for entities in the crosswalk, where each list was searched by the entity’s names and aliases on the checked date shown on its page. Where a list was not searched, the page says the status is not determined. A same-name entry that no identifier joins is shown as unresolved, with its link. None of these wordings reports a government decision about the entity. Several governments act through other instruments, such as UK proscription under the Terrorism Act 2000, which is shown separately where it applies.
Who Appears on Public Pages
Groups and state bodies in the crosswalk (38 at present). The researcher export carries every in-scope listing, individuals included, each row a government listing, with a curation queue of identifier-joined entities and their same-name candidates on other lists.

The government sanctions lists are public documents. Status on these pages rests on those lists alone.
