Who Lists Whom / Designation status

Of 38 Groups and State Bodies Checked, the US Lists 12 the EU Does Not

Who Lists Whom compares the sanctions lists of the UN, the United States, the European Union and the United Kingdom for 38 Middle East groups and state bodies. Each list freezes assets and bars dealings under one government’s law, so where the lists differ, a group blocked in one place is not blocked by that list in another.

11 are on the US list alone; the other, Al-Qard Al-Hassan Association, is also on the UK list. Each entity’s page gives every government’s status and its official notice.

What It Means to Be on a List

A listing is a government’s legal order naming a group or body. Once named, its money and property within that government’s reach are frozen, and people under its law may not deal with it. These pages compare four lists:

    United Nations Security Council

UN Security Council Consolidated List UN

Kept by the Security Council’s sanctions committees in New York.

Effect: Every UN member state must apply the measures the Council sets, usually an asset freeze, a travel ban and an arms embargo.

    United States

OFAC Specially Designated Nationals (SDN) List US

Kept by the Treasury’s Office of Foreign Assets Control (OFAC). The State Department names Foreign Terrorist Organizations (FTO); terrorism listings under Executive Order 13224 carry the tag SDGT.

Effect: Property under U.S. jurisdiction is blocked and Americans may not deal with the entity. For an FTO, knowingly giving it material support is also a federal crime.

    European Union

EU Consolidated Financial Sanctions List EU

Kept by the Council of the European Union. It holds the EU terrorist list (Common Position 2001/931/CFSP), the ISIL and al-Qaida regime and country regimes such as Iran.

Effect: Funds and economic resources in the EU are frozen, and no one in the EU may make funds available to the entity.

    United Kingdom

    UK Sanctions List UK

Kept by the Foreign, Commonwealth and Development Office under the Sanctions and Anti-Money Laundering Act 2018.

Effect: Assets in the UK are frozen and dealings are barred. Proscription by the Home Office under the Terrorism Act 2000 is a separate list that makes membership or support a crime; entity pages show it where it applies.

    The listProscribed groups

Canada and Australia keep their own terrorist and sanctions lists; these pages do not yet cover them.
